🧾 Job Overview
A large-scale organization with over 1,700 employees in Riyadh is seeking an experienced HR Operations Manager to oversee and optimize HR functions across the full employee lifecycle. This role is critical in ensuring operational excellence, regulatory compliance, and efficient workforce management within a dynamic construction/trading environment.
The HR Operations Manager will play a strategic and operational role in driving HR transformation, managing HR systems, and ensuring alignment with Saudi labor laws and Saudization requirements. 🛠 Key Responsibilities
- Manage end-to-end HR operations, including onboarding, employee lifecycle management, and offboarding
- Ensure compliance with Saudi Labor Law and government platforms (e.g., GOSI, Qiwa, Muqeem)
- Drive Saudization targets and workforce nationalization strategies
- Oversee HR systems, including Microsoft Dynamics 365 (HR), ensuring data accuracy and reporting efficiency
- Manage payroll processing, HR analytics, and reporting
- Lead and mentor the HR operations team to improve performance and productivity
- Identify process gaps and implement continuous improvement initiatives
- Coordinate with internal stakeholders to align HR operations with business objectives
🎓 Requirements & Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- 8–10 years of progressive HR experience, with a focus on HR operations
- Proven experience in large organizations (1,000+ employees)
- Industry background in construction or trading companies is highly preferred
- Strong knowledge of Saudi Labor Law and government HR platforms
- Hands-on experience with Microsoft Dynamics 365 (HR) (Mandatory)
- Fluency in both Arabic and English (written and spoken)
- Strong leadership, problem-solving, and organizational skills
- Professional HR certifications (e.g., CIPD, SHRM) are advantageous

Average Market Salary (Estimated):
SAR 18,000 – SAR 30,000 per month (based on experience level and large-enterprise HR leadership roles in Saudi Arabia)
